HighContrast: missing control-center icons

These are fairly high-visibility. Background (preferences-desktop-wallpaper) Display (preferences-desktop-display) Keyboard (preferences-desktop-keyboard) Network (preferences-system-network) Power (gnome-power-manager) Date+Time (preferences-system-time) User accounts (system-users) 3rd party panels Bluetooth (bluetooth) Messaging (empathy)
Another icon that is important to add is face-laugh. We do have face-plain and face-smirk, but if you double-click in the mouse-panel, you suddenly get the non-highcontrast face-laugh, which looks bad.

-> gnome-icon-theme-symbolic The icons still missing will need to be added to the symbolic theme.
This has been addressed in the meantime.
