I tried several theme engines, and found only one which does implement prelight for tabs. It's QtCurve for GTK, and its implementation is really a hack. In fact, it just looks if the cursor is over tab label text, not the whole tab handle (so called "extension"), and only in this case the tab gets prelight.

There has to exist a prelight state for every widget.
