1. Run evolution using a different locale: LANG=de_DE evolution
2. Click menu item: "Bearbeiten" / "Einstellungen" 
3. Then select "E-Mail-Einstellungen" on the left side, and click "Label" tab item.
4. Default labels are still in English. See the attached images.

Thanks for a bug report and a patch, but 2.28 is effectively death, there is not planned any update for it any more, and the file you are patching doesn't exist in 2.30.0, neither in actual git master.

Trying your steps on actual master makes it work correctly even without your changes.
