Missing locations (in general)

I suggest using the GeoNames database, as it covers almost every city in the world: http://http://www.geonames.org/ (and lots of smaller places too...) The database is quite large, so maybe it could be optional to download it (using apt), for example in a similar way as Totem downloads media codecs.
So do they provide weather data?
Yes, but downloading entire database isn't necessary. Another way one could work it would be to use a query that maps network address to estimated latitude and longitude, then push that to get weather conditions (see bug #530178, comment #10).
I'll work on this for an early 3.x release, also use this as the reference for other bugs related to "missing location" bugs in the meantime.
