The bug has been opened on https://bugs.launchpad.net/bugs/432458

"Evolution junk icons are very confusing. If you look at these ("mail_junk_icons_current.png"), can you understand what they mean? Furthermore the icon with a red cross stands for "mark as not junk" (you should use it for good e-mails), but the first impression is exactly the opposite...

Please replace it with more understandable icons, something like "mail_junk_icons_proposal.png"."

We don't draw the icons, we just use the standard icon theme names.  Talk to the gnome-icon-theme folks if you want the artwork changed, or try a different icon theme -- one that overrides the junk icons.
