Epiphany can do smooth scrolling. This helps with quick orientation after you press Page Down. I'd like to see this in Evince as well.

Another feature would be useful I think is a kind of line showing position of top/bottom border on previous view. For example, if you scroll down a document Evince should show a line (fading out fast) positioned where bottom line of view area was.

Or there should be another way to show where one's eyes stopped before he/she scrolled.

Gtk now supports smooth scrolling (included in GNOME 3.4). Evince should be able to support that by masking the scroll events correctly.
