Impossible to Create Folder from Right-Click Context Menu

In list view, if you have enough items to vertically fill the screen (which is not many on most screens), it is impossible to access certain options from the right-click context menu. Certain options (such as "Create Folder" and "Create Document") are only available when you right-click an empty region. Under "View as List," you cannot ever access an empty space if you have enough to fill it. To fix this, you could either: 1) Add those entries to the context menu always - even if you are right-clicking an item, 2) Do #1, but only in List view, or 3) Always ensure that there is some whitespace at the end of List view. I think I would prefer #3, but I'm far from a usability expert. Other information:
