Please describe the problem:
When moving mouse above same task, in order to keep it with cursor, the tooltip moves with cursor but keeps blinking instead of just moving.
If we move mouse from one task to another then this behavior is fine but if we're moving on same task then also it redraws tooltip.

Steps to reproduce:
1. Add some task
2. Mouse mouse over the same task

Actual results:
Tooltip keeps blinking when mouse is moved

Expected results:
Tooltip should just move with mouse without blinking

Does this happen every time?
Everytime
