If totem is quit (with ctrl-q or q) while in fullscreen, next time it is started, it shows up in fullscreen, with the menu and side bars, as well as the fullscreen controls, but no window borders. Hitting the "Leave Fullscreen" button (or 'f') does not work.

This was a bug in GTK+, as  well as Totem.

If it helps, I found this in the terminal output:
