There is one COPYING file in gthumb 2.10.9 tarball.
it is GPLV3.

since gthumb has not changed its license, 
it is still using GPL v2.

it should be a bug .

A static GPLv2 version of the COPYING file should probably be commited to 
svn to avoid this in the future. Any chance this could be resolved for 
2.24 official release of gnome ?

This is now fixed in the current develpment version.  I'll make a new release next monday.
