gnome-settings-daemon svn does not include a COPYING file, it is generated
by the autotools at make dist time.

This has the drawback that depending on the version of automake used the 
COPYING file may contain GPLv2 or GPLv3.

The current COPYING file contains GPLv3

This is inconsistent with the rest of g-s-d which is licensed at GPLv2.

g-s-d svn should really contain a correct COPYING file which matches the license
of the rest of the product.

Will there be another tarball release for 2.24 to ensure this makes it into
that release ?
