Trash shows non-existant items (and won't empty them)

Please describe the problem: I had a couple hundred items in the trash, so I emptied it. Now, the trash icon shows items in the trash. It claims there are 39 items. When I open it, there are no items, even if I select "Show Hidden Files." If I try to "Empty Trash", it pops up the dialog box, and I click "Empty Trash." The dialog box disappears, but nothing happens -- the trash stays in the same state. If I move new files into the trash, it still claims that there are 39 items. Emptying the trash at this point removes them, but the trash just goes back to the original problematic state. Steps to reproduce: 1. 2. 3. I needed to restart after a system update -- the trash problem was resolved after this. I have tried to reproduce it by loading around 100 items into the trash, but have had no success recreating it.
