Dockbar is not updated when layout changes

Dockbar is not updated when layout changes, for example when closing or opening a project. This results in some minimized buttons in dockbar still left out when the layout already shows the items in dock. Clicking on these buttons produce assertion failures when it attempts to restore the items but they were already in restored states.
