dropping icon very close to right edge of same window moves it too far

To reproduce: In manual-layout icon view, drag an icon very close to the right edge of the window, more than halfway out of the visible window. Sometimes when you release the icon it lands where you drop it. Other times it lands about a screenfull of white space to the right -- you have to scroll horizontally to see it. The distinction between these two cases isn't yet clear to me. I think the bad case happens if you drop it really close to the edge.
