The ability to lock the screen is a desktop wide feature.
Currently gnome-panel uses /apps/panel/global/disable_lock_screen but gnome-screen-saver needs this feature too (see bug 317609).

We should have a /desktop/gnome/lockdown/disable_lock_screen key used by both apps.
