We must, at least, utf8-validate imported data, so that we don't write out a datafile that will be mis-parsed on input.  This is in lieu of actual changes to correctly dialog with the user to determine the charset of the being-imported data.

Since the lack of validation causes actual data loss (perhaps lots and lots of it), shouldn't the severity be critical?  Not sure it affects much though.
