Right now F-Spot only have a Comment field for each photo.

I think it would be better with both a Title, as well as a comment field.

Title should be a one liner, but comment should be a multiliner.

A number of other software on the market has these fields already.

Additionally, export to flickr option shows the name of the file as title. I think  that must have an option to change the title or use the proposal title below for it.

Having come to F-Spot via DigiKam and iPhoto, it was greatly surprising to me that F-Spot didn't seem to have any kind of "photo title" field.
