Can you give an URL to a html page with a link which when downloaded shows this?
This is an internal ftp server, so no link. Sorry. I've set up my ftp server, but it works there, as it uses utf-8: ftp://xhtml.md/pub/ . The ftp server where the bug appears is a windows one, using the windows-1251 charset, which ephy auto detects properly. The files are being shown ok when browsing with epiphany, but not when downloading.
related to bug 135685?
Probably, yes.

Important information from the duplicate: ftp server that has files with russian file names in cp1251 (windows) encoding, encoding manually set to CP1251 When I download this file by left-clicking on in and choosing download in the dialog that pops up, the file is named correctly, but when I right-click and choose download, the file's name is url-encoded (%AE%F0 and so on). Example ftp server: At ftp://ftp.edu.nstu.ru/files/%D0%CE7-41/ at the bottom is a .rar file with a russian name. Encoding is Cyrillic (Windows-1251).
