tracker bug to remove versions from documenation titles

Lots of the documentation in scrollkeeper has the version number in the title of the document. It doesn't make any sense to include this information in the title as it becomes outdated as documentation is not updated with the newest GNOME versions. There are specific elements in docbook that are for this kind of information, specifically the revhistory, revision, revnumber, and releaseinfo elements. This bug is simply a tracker bug that depends on other bugs filed to remove this version number from the title. Translations will also need to be fixed and the .po files for modules using gnome-doc-utils will need to be updated. There are also guidelines for capitalization in HIG we should address as well: http://developer.gnome.org/projects/gup/hig/2.0/design-text-labels.html#layout-capitalization Also we need to standardize on when to use Guide vs. Manual vs. Help Manual in titles, and whether they should be there at all.
