Description of Problem:

There is no way to change the order of the displayed newsfeeds that I know
of. Added newsfeeds enter the top of the list. There should be a way to
change their order; I guess dragging would be the best solution


Steps to reproduce the problem:
1. Add two newsfeeds to Summary's Displayed Feeds
2. Try to change their order
3. See?

Actual Results:

There's no way to change their order if you do not delete them and add them
again.

Expected Results:

It should be easy

How often does this happen? 

Whenever you want to reorder headlines

I sort of figured that this was a known problem -- it's way too 
annoying to have been missed.  Marking dup of bug 211041.
