I launch an application in Workspace 1, and it pops a splash screen. I switch to
Workspace 2, to open another application, and then the app from workspace 1
opens in workspace 2.
Each application should open in whe workspace it was launched in.

This already works with apps (and launchers, such as gnome-panel) that support
the startup notification spec. You will have to file a bug vs. the app(s) in
question.
I know a lot of apps have this problem, but to get it fixed we need to be sure
each app author knows about it.
