In order to persist and restore the filechooser widget state ("Browse for other
folders" expander, and the hpaned between shortcuts and files treeviews), I need
a public API to get/set their state/position.

I think it's valid to share these settings globally.  I'll mark this as a
duplicate of the general "remember the file chooser's state" bug.
