Bugzilla >= 2.16 allows users to change the email address of their account.

However, the "New email address" field on the account settings page
bugzilla.gnome.org appears to be missing the field.  Is this just a case of the
templates not being up to date?

After looking at the templates in bugzilla-new, it looks like this is because
the "allowemailchange" parameter is set to false.

We probably want to have this feature turned on, since a number of people have
asked for it.  It is fairly safe, since an address change requires confirmation
from both the old and new email addresses./change
