If I change something in a textlayer wich is  rotated , the text tool will reset 
the angle back to zero degrees. 
So every time I change something in the text i have to rotate the text 
again.

The text tool is work in progress. Almost completely missing is the
integration of the text layer concept into the GIMP core. This will
improve with upcoming releases.

Changing milestone on a bunch of bugs to 2.0 - none of these could be considered
a blocker for a pre-release, IMHO. Many of these have patches or someone working
on them, but they're not urgent.

With the latest text tool changes, you cannot any longer inadvertently
discard modifications to text layers such as rotations. This makes
this less of a problem. This report is now only about the missing
feature to apply transformations to text layers while keeping the text
editable. This is planned and tracked in bug #125144.
