Creating a new tab with the mouse gesture does not focus the location
entry.  Creating a new tab with a keyboard shortcut does focus the location
entry, this is inconsistent.  It should be focused no matter what method is
used.

FWIW, at least they are consistent at the moment; neither one works :)
