From using other programs (Netscape and Mozilla in particular) my
expectation was that Ctrl+shift+R would force a refresh of the thumbnails
(and anything else that needed to be refreshed).  

Ideally this feature is not necessary if everything works properly and my
main reason for suggesting this (bug 99271) has been fixed but I still
think it would be useful to have.

Force Reload/Refresh 
of Thumbnails in particular but not just thumbnails.  

this bug is loosley related to bug 43335
although its is now more about forcing a thumbnail to be producde even
though the filesize exceeds the maximum size you specified.
