In the Keyboard Prefs dialog, I can't assign any shortcuts that involve the
Meta key (assigned to mod-4 in my setup).  E.g. when I press Meta-F1, the
modifier is ignored and the action is assigned to the F1 key.

cf. bug #70110 which reports the same problem in GNOME 1.4.
