Problem:

Once the initial tooltip is shown, if I move my pointer
up and down over the menu list the tooltips pop up 
instantly.  This is undesirable, since this means that
the tooltips obscure the menu items in the list and 
visually, the tooltips are flickering in a annoying
way.

Expect:

The delay should apply to every menu item.  So, once
a tooltip is displayed, moving the pointer over another
menu item should dismiss the previous tooltip and there
should be a delay before a new tooltip is shown, allowing
me to read the menu item label.
