To reproduce: Start up GnuCash.

Observed behavior: Focus is on the first non-disabled button of the toolbar.

Expected behavior: Focus should be inside the active tab.

Moreover, I am of the opinion that toolbars should not receive keyboard focus, ever, unless they house an address bar. Toolbar buttons are only convenience duplicates of menu items; the menu provides keyboard access.

Same goes for the tab bar; with working tab switching shortcuts such as Ctrl+PgUp/PgDn (or even Ctrl+Alt+PgUp/PgDn), there is no reason to focus the tab bar.
