Geary should download attachments in the background after it has got preview/main body parts/etc so it can be displayed and/or operated on without needing to wait.

Given Bug #714094 - Optional downloading of attachments (or, don't automatically store attachments in filesystem),
what would be the "policy" for downloading attachments?

For the preview we need at least the first few hundred bytes of the first text/plain part and/or some majority, if not the whole of the first text/html part, regardless of if they are attachments or not, but any any others, so this works well with Bug 714094.
