Bottom action bar is missing a background

Created attachment 320779 [details] screenshot Testing 3.19.x with GNOME Continuous: the action bar at the bottom of the window (that contains the chat input bar) doesn't have a background. I'm not sure if this is intentional or not, but thought I'd file a bug just in case. Screenshot attached.
Created attachment 320781 [details] screenshot-chatrooms-with-activity That is intentional. I attached a picture of how polari master looks once you have some chat activity in the window. But it does seem to look alien to stare at a blank window when we have no chat activity. We might want to look into designing a blank state for empty chatrooms.

Thanks for the clarification. Would be interesting to consider having a nicer treatment for the blank state, but maybe that's a separate bug. One possibility could be to show a message in the chat history when you joined?
