When I hover over the mouse to any window in overview mode, the blue outline overlaps the window title, making the text unreadable.

The window title is supposed to be *below* the window - are you using any extensions?

I turned on the "Native window placement" extension which seems to be responsible for this. Without it the title is displayed well as you described.
