Add UI for touchpad's disabled-on-external-mouse setting?

As mentioned in bug 743194: We might need to re-work the UI to expose the disabled-on-external-mouse value for touchpads. Basically it means that the touchpad is enabled/disabled automagically depending on whether we find an external mouse attached. One option is to just ignore that possibility and keep the current UI.
Created attachment 295007 [details] [review] put check buttons in one row Also "Disable while typing" check button was removed in the mentioned bug, because it is now implemented in libinput and it's always on. I think this also needs UI changes, because there is empty space after the button. I think it would be best to put all check buttons in one row...
