The overlay is brought up by moving a mouse, before the mouse is clicked.

In Rawhide (updated today), when a page is bookmarked and the "list" button is clicked, it does now show the bookmarked pages. In fact, it does not seem to do anything regardless of whether there are any bookmarks or not.

Updating the title - clicking the list button in the floating navigation bar doesn't have any effect. It should display the bookmarks/table of contents dialog.
