Clock Applet should have option to set system time.

Filed a bug #66968 against the clock in the menu-panel, but as it seems
that menu panel will soon be depreciated, I feel this should be added to
the clock applet too.

When Ximian Setup Tools will be ported, we should add a menu item
"Adjust system time" to applet popup menu, which just calls
time-admin, if available.

Good idea. I went to the ximian web page and look at the time-admin
screenshot. Very nice. This is definately the ideal solution.

If the time-admin tool is not available there should be an error
message to make the user aware of it.
