Most of new translation systems, in other open source projects are web based.
For example Fedora is using Transfix, and Mozilla and many others are using pootle.
Please make a system like Transfix, or pootle.

Do you volunteer to write this? If not, no plans to code something like that *ourselves* as there is lack of manpower...
Plus this is really stuff to discuss on the gnome-i18n mailing list instead (where this has been discussed a few times already) instead of Bugzilla.
