Full conversations and operations on messages outside of the current folder is
currently causing a lot of headache in terms of code path exceptions and
bookkeeping. Talking about various possibilities, it seems like the engine
should offer an account-wide Folder object that can list and operate on any
message in the account.

The immediate use of this Folder would be for conversation monitor, but it
could conceivably be used elsewhere. For example, it could provide an All Mail
folder for servers that don't offer that kind of service.

Search operations could be moved to it as well.

  * **Target version** deleted (<strike>_0.4.0_</strike>)

This could potentially still be useful for servers that don't offer an All
Mail feature, but after design discussions, this won't be necessary for
operating on out-of-folder emails (#6496).
