I have gnome-terminal configured to NOT enable mnemonics, so Alt-F should be 'sent' to my app running inside g-t, but instead g-t picks it up and opens the file menu.

There was a change in Gtk+, but that  had been reverted for 3.10:

despite this, the feature seems not restored, making g-t a difficult candidate for several term apps.
