Reproducible: Always

Steps to Reproduce:
1. Open Vinagre
2. Connect to a RDP server with fullscreen mode

Actual Results:  
No toolbar on the top of screen when put mouse point on center of top screen

Expected Results:  
Should have a toolbar on the top of screen, as version 3.4 has

Note:
1. There IS fullscreen toolbar when using VNC sessions.
2. This issue is on both my Gentoo and Ubuntu boxes, they both using gnome 3.6 and gnome-shell.
