I've just downloaded 2.8.2 and immediately noticed that none of the usual chortcut keys work. not even the simplest, like ctrl+z. I've tried to dabble with the dynamic hotkey menu with no results. I did check the "use dynamic hotkeys' option in the interface, also with no results. I've tried reinstalling, no results. it doesnt work in single window mode, nor in the regular form.
I use a w& home edition. 
(I've been using gimp 2.6 for years with no problems)

it is 64bit windows 7, but apart from that, not that I know of. it IS a new computer though. it is of the same company and series of my old computer. a setellite p755.

I found the problem. my windows operates on a non english version. it means that every time I change my writing language to a non english one (in this case, hebrew) Gimp does not recognize the shortcuts I used. it sees ctrl+z for example as ctrl+ז. this creates an annoying problem as I multitask when I work and change the active language keys very often. I never had this problem in the old version (2.6) and I always used a hebrew version of W7. is there any way it can be fixed? I assume it happens to many people that are not english native speakers.

it seems so, only since hebrew letters have no common base with english ones, it seems the problem is worsse in my case, since that person was able to operate some shortcuts. 
will there be a patch correcting this in the near future?

Are you saying that in 2.6 you could use for example ctrl-z even
though the z key didn't produce a "z" but a hebrew character?

yes. I dont know why, but on my old computer, which operated with w7 with hebrew as the system language, same as this one, I used 2.6  and previous versions for about 3 years or even more, and it never blocked a hotkey. I'd write hebrew on forums and chat, and draw at the smae time, and I never had any problem. that's why it took me some time and a lucky coincidence to find out this was the problem this time. the set hotkey for language toggle by windows is alt+shift, and if I toggle the language  manually to english, I have no problem. it its on hebrew, nothing works. and my system is set to revert to hebrew automatically (not to mention I revert to it myself since I use both languages), so its very annoying.

Confirming for Mac OS X 10.6.

To me it's obviously a duplicate of bug #601261. See also bug #686721. 
I also tried with Greek and Hangul (2-set Korean) with the same results.
The lowest common denominator are 'Some Non-Latin languages'.
