Some people have suggested that Web should have a new tab button in the main toolbar. This is not unreasonable and at least in touch devices makes a lot of sense.

The tab-less design didn't move forward as I had hoped, will need more work. 

In the meantime, the problem of having no tabs > 2 tabs is a generic one we need to address in other apps like gedit or nautilus (or more generally discoverability of tabs) so the issue is definitely worth addressing.

Hey guys, someone probably already thought of that, and i don't know the exact details and dificulties of implementation but...
...I made a (ugly) mockup of a (simple) suggestion of change. Hope it helps.

OK, I went ahead and pushed this to master, following what Diogo suggested. I used the tab-new-symbolic icon, which is not a simple plus sign but a plus sign inside a tab-like figure. Easy enough to change if we want to go for something else though.
