do not build wacom on s390/s390x and non Linux platforms

Hi.

gnome-settings-daemon does not build the wacom module for s390/s390x (because this architecture does not provide development files from the wacom xorg driver)
and for non Linux platforms (because it requires udev).
So do the same here and do not build the wacom panel.

Bastien requested this in https://bugzilla.gnome.org/show_bug.cgi?id=674935

Thoughts?
