I can't add a new annotation in the newest Evince (3.2 is working), because pencil icon is missing.

Something has changed in GTK+, the GtkToolPalette is not shown anymore. Preloading a previous GTK+ version the palette is shown, so it looks like a GTK 3.4 regression. Reassigning.

Please change this bug's title to better reflect what it's about, e.g something like "evince 3.4: adding new annotation is not possible (pencil icon is missing) with gtk+ 3.4". Otherwise, people have no idea that the problem has already been reported, and will keep filing duplicate bug reports ;)

This is a problem with the size allocation code in GtkToolPalette.
