Enlarged image of current padding

See the attached image. When the titlebar disappears, the padding between the edge on the top is 4 px, while the sides are 6 px. This forms a tangent near the edge, creating visual tension.

I don't know if we can solve this by simply bumping up the padding, since this would presumably make the titlebar appear taller in unmaximized mode. It also seems inelegant code-wise to make the toolbar height conditional. I wonder if anyone has a better idea to resolve this?

This *is* quite annoying. I'd love to fix it before 3.4.
