Fails to auto-connect to registered 3G network

NetworkManager fails to connect to my 3G provider at login, even though it is configured for automatic connection. If you can help me debug this issue, I am willing to write a patch to fix it (if it is not too complicated).
Possibly related bugs: bug 554538, bug 658261
0.9.0 removed the autoconnect option for 3G if the modem wasn't already enabled, but we're investigating how to bring that back.
Why was this behaviour modified and what are the plans for bringing it back?
