Seems correct.
For the future, I don't know what could be the right fix, as I don't think we want a shell modal mobile wizard. Maybe calling out to the network panel or having a separate binary?

Yeah, that's probably the best approach for the future; the panel will need one anyway, and it seems pretty daft to have two implementations, one in the panel and one in JS for the shell...
