We have a bunch of translations where the 12-hour string for the panel time are translated as 24-hour because 12-hour times weren't natural for the locale.

See bug 648394 and it's marked dependencies.

https://bugzilla.gnome.org/show_bug.cgi?id=648403#c2 has some details that should be encoded into translator comments along with emphasis on the basic idea "you must always translate this as a 12-hour format no matter what".

Because it just looks broken if the switch in gnome-control center does nothing to the top bar time display.

No longer an issue since moving to GnomeWallClock (well, at least not a shell issue ...)
