Always show Alt-tab display on the primary display

For mult-display setups, A recent change moves the Alt-tab switcher to show on whichever display has the focused window. In order to support a consistent expected behavior, we should only show the alt-tab display on the primary display. This keeps alt-tab in line with other elements of the UX that only appear on the primary display.
