Disable decorator tooltip with a gconf key

Created attachment 153429 [details] [review] Patch to hide decorator tooltip depending on a gconf key Some people may want to disable annoying tooltip from the decorator bar. I propose here a patch to command that behavior depending on /desktop/gnome/interface/hide_decorator_tooltip gconf key. TRUE will hide them. FALSE or no value/key will fall to default behavior, showing tooltips.
