Patch for Helsinki-Vantaa problem

This patch against the current trunk splits Vantaa (with the Helsinki-Vantaa weather station) to a separate city, leaving only Helsinki-Malmi inside Helsinki proper.

This is slighly dubious because if we add Vantaa, we should probably also add Espoo and possibly Kerava, Sipoo, Kauniainen, etc; but I'd regard this as a bit of a special case, as the administrative geography of Helsinki is kind of wacky, and the weather station at Helsinki-Vantaa airport is somewhat significant nationally.

As per the "more than 100,000 inhabitants" rule, the Finnish cities should be

Helsinki (Helsingfors) 565,186
Espoo (Esbo) 235,809
Tampere (Tammerfors) 206,480
Vantaa (Vanda) 190,625
Turku (Åbo) 175,284
Oulu (Uleåborg) 130,526

Oulu and Tampere have insignificant Swedish populations, but the Swedish localization should have all of these with their Swedish names, of course.

As per the "important regional capital", I guess Mariehamn would also qualify, with its Swedish name as the preferred form.

Thanks for the updated instructions at http://live.gnome.org/action/login/LibGWeather/ImprovingLocations -- my understanding is now that simply listing these in the major cities file should coincidentally also fix the Helsinki-Vantaa problem.  I'll be working on a revised patch.

All except Espoo and Vantaa are already in the file at http://www.gnome.org/~danw/Locations.xml.in but to be on the safe side I suppose all of them should be listed?

The coordinates are from Wikipedia, too.

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
